Installation seems to be no problem, download and extract to the directory on it. But at the start of the time reported an error, prompt can not be found or unable to load the main class.

After checking the reason, the solution is to add double quotes to %CLASSPATH%, such as: %JAVA% %JAVA_OPTS% -cp "%CLASSPATH%" org.logstash.Logstash %*, but I use version 7.2, logstash.bat itself with double quotes, so this problem can not be considered.

Later, through the search found logstash directory contains spaces will cause this problem, my local directory in Program Files, just hit, so finally changed the directory restart successfully.
