The oracle database has a "unable to resolve specified connection identifier" error (ORA-12154:TNS:could not resolve the connect identifier specified) during PL/SQL connection

The solution to "cannot resolve the specified connection identifier":

First open plsql and click cancel to enter the main interface

Then select the toolbar tools-- > preferences.. (figure)

Click OK to close plsql and restart it.
