ANSI_NULLS and QUOTED_IDENTIFIER in SqlServer

Creating a stored procedure in SQL Server will have the above code, what exactly does it mean?
ANSI_NULLS
For example, the following table, when there is a null value in the column Column1.
If ANSI_NULLS is ON, the statement where Column1=null returns empty. The statement where Column1 is null returns the specific number of rows.
