Vi / home/oracle/app/oracle/product/11.2.0/db_1/sysman/lib/ins_emagent.mk

Set

# = # emdctl#==$ (SYSMANBIN) emdctl: $(MK_EMAGENT_NMECTL)

Modify to

# = # emdctl#==$ (SYSMANBIN) emdctl: $(MK_EMAGENT_NMECTL)-lnnz11
