6. Go to the conf folder in the svn directory:

3. Open authz with notepad, modify permissions, and add:

Admin = rw # admin has read and write permissions, r for read and w for write. To add new user permissions, you need to add them in the passwd file first.
7. Start TortoiseSVN:
