New patch for Microsoft: fix bug where Windows 10 1809 cannot adjust screen brightness

Windows 10 "October 2018 update" (also known as 1809), which was launched on October 2nd, once again brought a lot of shock to users as expected. ­thankfully, Microsoft has fixed the brightness control bug in the October update in the compiled version of Windows 10 19H1 Build 18262 released yesterday for Insider test users.
