[notes] New features of Rancher2.1 container cloud platform

On October 6th, 2018, the Rancher2.1 version was officially released. Compared to the Rancher2.0 version, many new features are provided:

1. Support hardware resource quota management at cluster and project level

2. The management side of Rancher Server supporting 3 nodes is highly available.

3. The containers on the node can be dispersed in order to maintain the node

4. Fully support CI and CD functions, and automate the whole process of development, testing, construction and deployment.

5. Public and private GitLab code bases are supported.

6. The function of App Store is enhanced, Tiller is introduced, and K8S Dashboard is deployed with one click.

7. Provide Rancher cluster cleanup tools

8. Trial version: supports Windows K8S cluster and K8S version 1.12
