The modern task manager, called Resource Monitor, was part of an internal preview update last month. Until now, non-insiders were able to get this feature when updating Xbox Game Bar from the Microsoft Store.

It's worth mentioning that this update is only available to users in Windows 10 Production channels (e.g. 2004, 1909, or 1903), and it seems to be rolling out gradually, not everyone will receive this update, but it will likely be available in November.

As shown below, Windows 10's modern resource monitoring tool, part of the Xbox Game Bar's new Widgets menu and store, helps you list processes (program instances) running in the background and their system resource usage, allowing users to "x" irrelevant programs themselves.
