As noted on Apple Maps (via Apple Insider posts), Apple's pedestrian data collection team will be in Alameda, Los Angeles, San Francisco, San Mateo, Santa Clara and Santa Cruz from November 26 to December 23. This summer, Apple said it would rebuild its mapping app from scratch and collect its own map data, rather than buying it from other companies such as TomTom.

When Apple Maps made its debut on iOS 6 and replaced Google Maps, the app wasn't ready.
