Zheng Wenkai, director of the China Poverty Alleviation Foundation, said that disaster prevention and reduction, preparedness and disaster relief have always been an important part of disaster relief work and are the main measures to prevent poverty caused by disasters and return to poverty. Due to the characteristics of abruptness and complexity of natural disasters, it is necessary not only to improve the professionalism and integrity of prevention, reduction and disaster relief work, but also to organize and mobilize various forces and the coordination and effectiveness of resource allocation.

According to reports, based on the practical experience of social forces participating in disaster relief work in recent years, and with the help of satellite positioning and other technologies, researchers have designed and developed terminal tool software with the functions of early warning and quick report, disaster event management and disaster reduction education. it will help government departments in charge of business to co-ordinate and guide rescue work, help social organizations improve on-site management and standardize working procedures. It is convenient for volunteers to participate in rescue voluntary service orderly and efficiently.

Yan Dongmei, assistant to the Institute of Air and Space Information Innovation of the Chinese Academy of Sciences, said that the disaster relief communication system applies science and technology to social emergency management services, from disaster early warning and knowledge popularization to material management, personnel management, rescue station management, and then to post-disaster data statistics and analysis, the full-cycle service of disaster reduction and disaster relief can be realized.
