Peiter Zatko, the former head of security for Twitter, filed a complaint with US federal regulators, including FTC, last month, criticising the platform's data management and accusing Twitter of a lack of transparency to boards and investors. He also believes that compared with other countries, the consumer protection in the United States is not enough.

At a hearing before the US Senate Judiciary Committee last week, Mr Zatek said FTC was "letting companies rate themselves". The comments prompted many senators to call for an independent regulator for the technology industry.

In May, FTC decided to fine Twitter $150 million after it found that Twitter had failed to strengthen security controls and respect users' privacy as agreed in 2011. Mr Zatek believes that imposing an one-off fine on a for-profit company does not act as a deterrent.
