The proposal is consistent with a greater push to restrict minors' access to social media or to increase the risk of platforms they are allowed to access. Jordan Cunningham, the sponsor of the proposal, said: "the failure of the proposal means that a small number of social media companies will be able to continue to experiment with millions of California children, causing harm for generations."

But critics of AB 2408, including legal writer Eric Goldman and other internet policy experts, believe the proposal will push the service towards age verification that threatens privacy and say it masks the complexities behind the compulsive use of social media.
