According to the reply, it is agreed that Langfang City, Cangzhou City, Yuncheng City, Baotou City, Anshan City, Yanji City, Tongjiang City, Bengbu Bengbu Ciyt, Nanping City, Ningde City, Pingxiang City, Xinyu City, Yichun City, Ji 'an City, Zaozhuang City, Jining City, Tai' an City, Dezhou City, Liaocheng City, Binzhou City, Heze City, Jiaozuo City, Xuchang City, Hengyang City, Zhuzhou City, Liuzhou City, Yibin City, Dazhou City, Tongren City, Dali Bai Autonomous Prefecture, Lhasa City, Yili Kazakh Autonomous Prefecture and other 33 cities and regions have set up cross-border e-commerce comprehensive pilot zones, named China (city or region name) cross-border e-commerce comprehensive pilot zones respectively. The specific implementation plans shall be printed and distributed by the local provincial people's governments respectively.
CTOnews.com learned that the reply mentioned that it is necessary to further improve the statistical system of cross-border e-commerce, implement support policies such as exemption from value-added tax and consumption tax for cross-border e-commerce retail export goods in the comprehensive experimental zone according to regulations, enterprises can choose enterprise income tax verification and collection, and automatically apply the cross-border e-commerce retail import pilot policy to the cities (regions) where the comprehensive experimental zone is located confirmed to meet the regulatory requirements by the local customs, and support enterprises to jointly build and share overseas warehouses. The Ministry of Commerce shall take the lead in overall planning, coordination, follow-up analysis and supervision and guidance, establish and improve the evaluation and withdrawal mechanism, regularly carry out evaluation, promote the survival of the fittest, timely summarize and promote the pilot experience together with relevant departments, and timely report major problems and situations to the State Council.
