The Program also proposes to promote the application of renewable energy buildings according to local conditions, carry out roof photovoltaic operations in places rich in solar energy resources, and promote the integration of photovoltaic buildings. At the same time, banking financial institutions are encouraged to increase financial support for electric power substitution projects under the premise of legal compliance and controllable risks, and broaden financing channels for electric power substitution projects through green bonds and green credit.

In addition, we will further improve the working mechanism of electric energy substitution, expand the breadth and depth of electric energy substitution, and strive to replace 60 billion kilowatt-hours of electricity during the 14th five-year Plan period, accounting for about 30 percent of terminal energy consumption in 2025.
