The competent radio and television department under the State Council shall be responsible for formulating the implementation standards for the distribution license of domestic online dramas. The competent radio and television departments at the provincial level shall formulate corresponding guidelines in accordance with the implementation norms, strictly abide by the guidelines, strengthen the licensing management of domestic online dramas in the region, and take targeted measures in the light of the actual work. We will promote the standardization, standardization and facilitation of relevant government services.

The Circular makes it clear that the competent radio and television department under the State Council shall be responsible for accepting applications for the distribution of domestic network dramas submitted by the central units holding the Radio and Television Program production and Operation license and their directly subordinate institutions, and the provincial radio and television departments shall be responsible for accepting applications for the distribution of domestic network dramas within their jurisdiction.
