The "opinion" proposes to actively use the Internet, artificial intelligence and other technologies to continuously optimize the service process. We will build intelligent hospitals, implement centralized booking services for diagnosis, treatment and inspection in different periods, and promote services such as clinic settlement, mobile payment, online inquiry, and drug distribution. Integrate and get through the relevant online service terminals. We will promote the application of electronic health records for residents, improve authorized access and open service channels and interaction. Gradually expand day medical services and expand the coverage of telemedicine. We will actively promote the Joint Office of Neonatal related certificates. We will vigorously promote the convenience of public health services such as immunization programmes. We will optimize the direct settlement service for medical treatment in different provinces.

Establish inter-departmental and inter-agency public health data sharing and scheduling mechanism and intelligent early warning multi-point trigger mechanism. We will promote the unified operation and interconnection of information systems in the medical consortium and strengthen digital management. Speed up the construction of health care data security system, strengthen data security monitoring and early warning, improve the data security protection capability of medical and health institutions, and strengthen the protection of important information.
