Microsoft admits that there is a speech recognition problem in Win11 22H2 system, which mainly affects Chinese, Japanese, etc.

According to Microsoft, users of Windows 11 version of 22H2 may experience problems with speech recognition, expression input and handwriting after installing KB5022913 (and subsequent versions), and the affected systems are unable to recognize words or detect input in various applications.
Microsoft said the problem occurred on PC running Windows 11 version of 22H2, which mainly affected applications that included Chinese and Japanese, as well as applications that used Windows.Media.SpeechRecognition API. This problem is more likely to occur when applications use offline speech recognition. Other speech recognition, API, and Windows versions are not affected.

Turn off applications that have problems with speech recognition or other affected input types.
Open the task manager, find the ctfrmon.exe process, and right-click the "end task" button.
Wait and confirm that the new process for ctfmon.exe has been started automatically.
