Google argues that the dominant position in the search field is not the use of improper means, but the lack of strength of rivals such as Bing.

The Justice Department asked Google to explain how it keeps its search engine ahead by paying billions of dollars a year to mobile phone makers such as Apple, telecom operators such as AT&T and browser makers such as Mozilla.

Google argues that it has always welcomed competition, but its dominance is not gained through misconduct, but through the incompetence of competitors such as Bing.

CTOnews.com learned from the report that Google's legal representative John Schmidtlein stressed that Google's dominance is the choice of users, saying that contemporary users have broader and richer needs for search, and Google has met their needs.

Schmidtlein points out that users can always set Bing as the default search engine, but not many users actually do so. Schmidtlein bluntly said that the cause of the problem was the failure of Microsoft's investment and innovation, which made Bing unpopular with users.
