Microsoft lists some of the features of DALL-E 3:

Relevance and prompt compliance: The DALL-E 3 follows the user's prompts more accurately and reliably than any previous model. For best results, Microsoft recommends providing a higher level of detail in the prompt--the more information, the finer the final image.

Coherence: DALL-E 3 produces more realistic images than other models at various prompts. These images are not only visually appealing, but logically consistent with the cues.

Aesthetics: DALL-E 3 produces images that are not only realistic, but also creative and artistic. Images can be styled uniquely to satisfy the creativity of users.

At its developer conference in September, Microsoft announced that it would deepen its collaboration with OpenAI, introducing support for DALL-E 3 in Bing Chat, and announced it was free last weekend. The feature has gradually opened up over the past week or so, first for Bing Enterprise users, then Bing Image Creator, and now it's open to everyone.
