Release of VLC Media player 3.0.19: fix Security vulnerabilities and improve AV1 support

VLC Media Player 3.0.19 is the first update of the media player in nearly a year, fixing many BUG feedback in previous versions, optimizing background stability, and introducing many new features / features.
In terms of security, VLC Media Player 3.0.19 fixes two vulnerabilities with tracking numbers CVE-2022-37434 and CVE-2023-5217.

VLC Media Player developers also solved the "potential security issue" of the uninstall program DLL in this release.
In terms of functionality, Windows version VLC Media Player 3.0.19 improves support for AV1 HDR, and improves support for AV1 GBRP, Super Resolution Stream (super-resolution streams) and monochromatic Stream (monochrome streams).
Other improvements include support for RIFF INFO tags in Wav files, improved SMB compatibility with Win11 devices, and MMDevice audio output threads.
