Accelerate the popularization of electric vehicles in Sichuan: strive to build more than 22000 rural public charging piles with a power of not less than 60 kilowatts by 2025.
CTOnews.com News on November 9, Sichuan Development and Reform Commission issued the "Sichuan Province to accelerate the construction of charging infrastructure to support new energy vehicles to the countryside and rural revitalization work plan" (CTOnews.com hereinafter referred to as "the plan").
According to the Plan, by 2025, Sichuan will build more than 22000 rural public charging piles with a power of not less than 60 kilowatts in principle, including no less than 15000 in urban-rural integration areas and no less than 7000 in rural areas.
The Sichuan Development and Reform Commission hopes to achieve "county-wide coverage" of electric vehicle charging stations, "township-wide coverage" of electric vehicle charging piles, and "county-wide coverage" of new energy vehicle sales experience and maintenance services in areas suitable for the use of new energy vehicles.
The plan also requires the demonstration areas of charging infrastructure represented by Chengdu to achieve full coverage of county (city and district) fast charging stations by 2023 and public charging piles in all townships by 2024. Each township in the urban-rural integration area has no less than 30, and each township in the rural area has no less than 12.
At this time, the document also calls for increased financial and financial support, electricity for centralized recharging facilities with two-part electricity prices, and exemption from demand (capacity) electricity charges until 2030.
The "plan" points out that Sichuan should promote the optimal layout of public charging infrastructure in residential areas, encourage users to charge during low periods, and reduce the electricity cost of new energy vehicles. Optimize financial support policies, co-ordinate medium and provincial funds, and subsidize the construction of rural charging infrastructure.
The Sichuan Development and Reform Commission encourages the governments of cities (prefectures) and counties (cities and districts) to reasonably co-ordinate funds according to local conditions and to support the construction and operation of qualified charging infrastructure. Support qualified charging infrastructure projects to apply for local government special bonds. Encourage financial institutions to innovate green financial financing methods. Insurance institutions are encouraged to develop insurance products suitable for rural charging infrastructure.
