According to a reliable source, MEGAsizeGPU, the RTX 4090 D will use the AD102-250 GPU, while the original RTX 4090 will use AD102-300/301GPU.

The RTX 4090 D is expected to still use 24GB GDDR6X video memory, the number of CUDA cores is expected to be slightly lower than the original 16384, and Nvidia may limit its overclocking ability to prevent its computing power from exceeding 4800 TOPS.
