1. Members of the RCM expert database of the power industry shall abide by national laws and regulations, have good scientific spirit and professional ethics, and shall be mainly responsible for participating in special research and research on hot and difficult issues related to RCM technology and management by the government and industry; participate in the research, demonstration and revision of policies, regulations, standards, norms, planning and planning related to RCM technology and management. Participate in RCM technology and management supervision and research, academic exchanges, project cooperation, propaganda and training, public communication, etc.; participate in RCM technology evaluation organized by the government and enterprises; participate in the recommendation and appraisal of relevant scientific and technological achievements to promote the transformation of scientific and technological achievements in the field of RCM.

Second, the members of the RCM expert database of the power industry should actively lead the industry to explore the development path of RCM, try their best to contribute their professional expertise, try their best to help enterprises solve technical problems, and help the healthy and orderly development of RCM technology in China's power industry.

Third, the RCM expert database of the power industry is managed dynamically, and the updating, maintenance and management of the expert database are undertaken by the Security Department of the State Energy Administration, with the assistance of the Reliability Management Center of China Electric Power Enterprise Federation. According to the performance of the responsibilities of experts during the term of appointment and the needs of professional development, the members of the expert pool are adjusted every three years, and the "working rules of the expert pool" are issued to continuously standardize the operation, in order to constantly stimulate the enthusiasm of the members to perform their responsibilities. improve the professional and technical level of the expert pool and ensure that the expert pool adapts to the development situation of the electric power industry.

Fourth, the enterprise member units of the National Electric Power Safety Commission should actively cooperate with the experts, and the units where the experts work should provide convenient conditions for responding to the work, vigorously support the popularization and application of RCM technology, constantly explore and cultivate professional reserve experts, and ensure the reserve of RCM talents.
