Recently, according to foreign media reports, Google plans to no longer approve new devices with Android 9.0 after January 31, 2020, and new devices submitted after this date must be equipped with Android 10.0.

It is added here that although Android itself is open source (AOSP), if you want to use applications such as Google Play, Gmail and YouTube, you need to be certified by Google's GMS. Unlike the Android system, this service requires Google authentication and fees to use.

Foreign users generally regard Android phones with Google services as "genuine" phones, while Android phones without Google services are "pirated" phones. Google also forbids brushing into GMS services without permission.

Therefore, Google's rule has a strong binding force on foreign mobile phone manufacturers, including domestic mobile phone manufacturers that go out to sea.

This is only part of the new policy of Android 10.0, and it is reported that Google has also stopped third-party gestures, and Android 10.0 models must use traditional bottom virtual three-button or Android 10 native gestures.

With a multi-pronged approach, Google's determination to unify the Android user experience is clear, but I don't know what mobile phone manufacturers and consumers think.
