At present, more than 10 cities across the country have allowed self-driving cars to engage in commercial trial operation of taxis, urban bus (electric) cars and so on in specific areas and specific periods, and the application scale has been expanding.

In order to standardize the promotion and application of self-driving vehicles in the field of transport services, and effectively ensure transport safety, the Ministry of Transport insists on overall development and safety, conscientiously sums up local demonstration operation experiences and practices, systematically combs local policy requirements, after in-depth investigation and research, organizes experts to discuss and demonstrate, and drafted the draft of the Guide to Transport Safety Service of self-driving vehicles (trial). Centering on the core elements such as operating units, vehicles, personnel, safety system, etc., engaged in pre-safety conditions, in-process safety guarantee, post-supervision and management, etc., this paper puts forward the basic requirements of using self-driving vehicles to participate in transport service activities and engage in actual market operation, and defines the relevant development direction according to the scene, which is under the premise of ensuring transportation safety. Orderly guide the standardized promotion and application of self-driving vehicles in the field of transport services, maximize prevention of transport safety risks, and effectively ensure the safety of people's lives and property.

CTOnews.com learned that on August 8 this year, the Ministry of Transport issued a notice on the "Guide to Transport Safety Service for self-driving vehicles (trial)" (draft for soliciting opinions) for public consultation. The Guide not only strictly limits the application scenarios of self-driving cars, but also defines the identification of liability accidents.
