On Halloween, Shibuya in Tokyo is bustling. There is a wedding going on in Shibuya HIKARIE Building, and the one wearing the wedding dress is Officer Sato of the Police Department. When Conan and other guests were witnessing the wedding, the sudden thugs pounced on Sato! Takagi was injured to protect Sato, but luckily his life was safe. But what came into Sato's eyes at this time was the vision of death that appeared when Matsuhiro Matsuda died in the line of duty three years ago, this time in Takagi's body. At the same time, the prisoner of that series of explosions escaped from prison! Is that a coincidence? The prisoner was also the enemy of the fate of the public security police because he killed his classmate Matsuda. On the verge of catching up with the prisoner, a mysterious cross-dressing figure suddenly appeared.
