The Circular points out that from March 20, the replacement of used cars will no longer be implemented, and consumers will directly subsidize the purchase of new passenger vehicles (including new energy vehicles and fuel vehicles). The total amount of municipal financial subsidies, subsidy standards and methods, declaration channels and procedures will remain unchanged, and the declaration materials will correspondingly reduce the information on the replacement of used cars.
The notice makes it clear that between 00: 00 on March 20, 2023 and 24 on June 30, 2023, car owners of natural persons purchased new passenger vehicles (including new energy vehicles and fuel vehicles) in the automobile sales enterprises within the jurisdiction of Chongqing Municipality, and fulfilled their tax payment or declaration obligations and improved household registration procedures in Chongqing according to law, each naked car with a price below 100000 yuan shall be subsidized by municipal financial funds of 1000 yuan. Each naked car with a price of more than 100000 yuan (including 100000 yuan) is subsidized by municipal financial funds of 3000 yuan (issued to eligible bank cards in the form of cash). The subsidy fund is 30 million yuan, which will be supported in accordance with the principle of "purchase first, make up first". The fund will be repaid or the policy expires.
In addition, the notice states that natural person owners who buy cars between 0: 00 on March 1, 2023 and 24 on March 19, 2023 will still be implemented in accordance with the provisions of the notice on the implementation of replacement subsidies for New Energy vehicles (Chongqing Business (2023) No. 49). It will be supported in accordance with the principle of "purchase first, make up first", and the funds will be paid or the policy expires.
