Sepulveda, the governor of Nuevo Leon, who is involved in the project, said he expected Tesla to be allowed to start construction at any time: "We haven't set a specific date yet, but the good news is that all permits, including the environment, energy and water resources, have been reviewed and are in progress, so we may tell them at any time that the first stone has laid the foundation."
