The National Development and Reform Commission, which oversees new investment and capacity in China's auto industry, approved Beijing-based Xiaomi earlier this month to produce electric cars, making Xiaomi the fourth company to receive approval from the NDRC since late 2017, people familiar with the matter said.
Xiaomi, however, still needs approval from the Ministry of Industry and Information Technology, which evaluates technical and safety requirements for new automakers and models.
It is reported that new energy vehicles "double qualifications" are extremely difficult to obtain. If an enterprise wants to enter the field of new energy vehicles, it not only needs to comply with the Regulations on the Management of New Pure Electric Passenger Vehicle Enterprises issued by the National Development and Reform Commission, but also needs to meet the Regulations on the Admission of New Energy Vehicles issued by the Ministry of Industry and Information Technology, that is, it must meet the "double qualifications" of production and sales, which is also one of the reasons why Weilai, Xiaopeng and other new forces choose OEM.
Xiaomi has pledged to invest $10 billion in its automotive business over a decade and set a target of mass-producing its first car in the first half of 2024. But doubts have been raised about whether the NDRC can meet that timetable because it has been cautious about approving new products.
One source said Xiaomi plans to produce about 100,000 electric cars next year. Two Xiaomi employees told Reuters that since last week, the company has also accelerated recruitment at its electric vehicle factory in preparation for increasing production in December.
