Typically, this error message points to network congestion that prohibits secure connections to remote desktop servers. However, this error message is also possible if the remote Desktop server is configured to securely connect using TLS and TLS on clients (on the source computer) that do not support attempted RDP connections.

Remote Desktop in Windows Server 2008 R2 provides three types of secure connections:

Negotiation: this security method uses TLS 1.00.If TLS is supported, the server is authenticated. If TLS is not supported, the server is not authenticated.

RDP security layer: this security method uses remote Desktop Protocol encryption to facilitate secure communication between client computers and servers. If you select this setting, the server is not authenticated.

SSL: this security method requires the TLS 1.0 server to authenticate. If TLS is not supported, you cannot establish a connection to the server. This method is available only if you select a valid certificate.

To resolve this issue, change the RDP security layer to allow secure connections using remote Desktop Protocol encryption to remote Desktop security on the remote Desktop server. The steps are as follows:

1. Start-"Administrative tools -" remote Desktop Services-"remote Desktop session Host configuration

2. RD session host configuration-"RDP-Tcp right-click attribute -" set the security layer to the RDP security layer-click OK.
