The report is based on a sample survey of 31688 underage students, 11624 parents and 787 teachers from primary schools, junior middle schools, senior high schools and secondary vocational schools in 31 provinces (autonomous regions and municipalities directly under the Central Government). This paper introduces the latest situation around minors' Internet popularization, network access environment, network use characteristics, Internet education and guidance, network security and rights protection, and makes a comprehensive analysis of the survey data in the past 5 years. Summarize the characteristics and laws, study and judge the changing trend, and put forward work suggestions.

According to the report, the scale of underage netizens in China is expanding, and the number of underage netizens has exceeded 193 million in 2022. From 2018 to 2022, the Internet penetration rate of minors increased from 93.7% to 97.2%. The trend of underage Internet use by minors is obvious, and the Internet penetration rate of minors in primary schools has increased from 89.5% to 95.1% in the past five years.

It is worth mentioning that 61.5% of underage netizens believe that the current management method of restricting the duration of games has significantly reduced the time they or their classmates spend playing games, and the proportion of underage netizens who often watch short videos has increased from 40.5% in 2018 to 54.1% in 2022. AI is widely concerned by minors, with more than 80% of underage netizens saying they have heard of artificial intelligence technology.
