Add the $ORACLE_HOME/network/admin/sqlnet.ora file under the oracle user (not grid)

Add as follows

SQLNET.ALLOWED_LOGON_VERSION=8

Then restart the monitoring:

Srvctl stop listener

Srvctl start listener
