There are settings for python in admin- > Preferences- > wincvs, where Python is not available refers to the location of your python virtual machine, usually the location of python2X.dll. In your case is the location of the python24.dll, usually this file will be found in your system files.

Tcl is usually found in the dlls subshelf of the python shelf, which is generally called tclxx.dll, which in your case is probably tcl84.dll. If the python2.3 version is installed, it will be found automatically and does not need to be set up. Set up, WinCVS output window:
