The FTP command used by the FTP client for uploading files is STOU (save * * files), not STOR. Check the ftp log file, and you should see something like this:

The Ftp client enables an option such as "create a file" or "upload a file with a temporary file name". Ftp users should be asked to remove this option.

It is not a good idea or a good solution to attempt to disable the STOU command on the server side. Because some ftp clients use STOU to upload files with temporary file names, and then rename the files after the upload is complete. This prevents failed uploads from leaving incomplete files.
