A Guide to Generative AI Technology Applications in Publishing

Scope This document specifies the basic principles, main application scenarios and corresponding safeguard measures for the application of generative artificial intelligence technology in the publishing industry. This document applies to services provided by publishing organizations applying generative artificial intelligence technology.

Normative references The contents of the following documents constitute essential provisions of this document through normative references in the text. For dated references, only the version corresponding to the date applies to this document; for undated references, the latest version (including all modification orders) applies to this document.

GB / T 35273-2020 Information security technology-Personal information security specification

CY / T 96-2013 E-book Content Terminology

Terms and definitions as defined in CY / T 96 and the following terms and definitions apply to this document.

Generative artificial intelligence technology A natural language processing technology that automatically generates text, images, sounds, videos, codes, etc. based on algorithms, models, and large-scale corpus.

publishing institution A professional organization engaged in publishing activities.

Service provider An organization or individual that provides generative artificial intelligence services to the public in China in the form of interactive interfaces and programmable interfaces.

The orientation of basic principles ensures that the content generated by artificial intelligence technology is oriented correctly, conforms to relevant national laws, regulations and ethical standards, respects social values and moral standards, and promotes the application of generative artificial intelligence technology upward.

Compliance The data used for generative AI technology training is legal and respects intellectual property rights. At the same time, relevant service providers do not abuse market dominance, comply with anti-monopoly regulations, maintain a level playing field, and promote innovation and diversity.

Privacy publishers and service providers shall protect personal privacy in the process of data collection, storage, use and sharing in accordance with the relevant provisions of GB / T 35273 and other countries.

Security Publishers and service providers should provide measures to ensure data security and autonomy during data collection, storage, use, processing, transmission, provision and disclosure. At the same time, service providers shall provide safe, stable and continuous services to ensure the normal use of publishing institutions and other users.

Transparency In the process of applying generative AI technologies, all participants, including publishers and service providers, should understand and clearly disclose the use of AI content generation, including the underlying dataset, data sources and data processing methods.

Fairness carefully evaluates and examines potential sources of data and content bias in training data selection, algorithm design, model generation and optimization, and usage, while reducing cultural or linguistic inequities in AI-generated content.

Accuracy The data sources for pre-training and optimization training using artificial intelligence technology should be accurate, objective in description and diverse in data to avoid false information and misleading content dissemination.

Advanced publishing organizations select service providers with advanced AI-generated content technologies and algorithmic models, i.e., the service providers have core algorithm metrics (such as parameter size) and authoritative evaluation scores that reach the leading level in the industry.

Applicability The AI-generated content technologies and tools provided by service providers should meet the publishing organization's needs for content resource management and application. Value publishing organizations provide artificial intelligence generated content with a certain ideological, artistic, intellectual, logical and scientific nature.

The main application scenario information collection is based on market demand or topic selection planning, and the ability of generative artificial intelligence technology in information search and information integration is used to select appropriate content for publication.

Assisted authoring uses generative AI technology tools to help editors and authors generate draft content for creative writing.

Auxiliary audit uses generative artificial intelligence technology tools to conduct preliminary examination on whether the published content meets the requirements of the state on publication management, especially to investigate ideology, laws and regulations, sensitive content, copyright and other aspects, and provide corresponding review reports and labels for manual review and confirmation.

Intelligent editing and proofreading use generative artificial intelligence technology tools to carry out preliminary linguistic editing, processing, word error proofreading, term standardization proofreading, style format proofreading, etc. Processing work in the form of typesetting and layout design can also be completed with the help of generative artificial intelligence tools.

Publicity and promotion The content generated by artificial intelligence technology is used to carry out new media operation, promotion of published content or brand marketing activities of publishing organizations, so as to improve the brand influence of publishing organizations and the reach rate, reading rate and influence of published content.

Assisted decision-making utilizes the data analysis capabilities of generative AI technology to identify industry trends and patterns and guide the development of publishing plans and strategies to assist publishing decisions.

Knowledge service utilizes generative artificial intelligence technology, based on information collection and organization analysis, according to user needs and information environment, to provide publishing content services that can effectively support knowledge application and innovation, and can indicate necessary citation sources and references.

Other scene publishing organizations can use generative artificial intelligence technology to assist in the design of publication covers, illustrations and other content, assisted translation of publication content, semantic analysis, data collection, collation and analysis, etc.

In the process of applying generative artificial intelligence technology and related tools, publishing institutions shall comply with the Regulations on Publishing Management, the Regulations on the Management of Online Publishing Services and the publishing business process management specifications of their own institutions, strengthen content screening, review and personnel training, and do a good job in the safety and quality safety management of relevant content.

Service providers shall establish corresponding management systems for algorithm mechanism review, scientific and technological ethics review, user registration, information release review, data security and personal information protection, security incident emergency response, etc., and be equipped with professionals and technical support suitable for their service scale.

Intellectual property publishers and service providers are required to make full and correct disclosures and statements about the use of AI-generated content, and they must not use the content of the work in any way or authorize others to use it in any form for training in generative AI technology without the specific and explicit permission of the right holder and interested parties.

Security guarantee corpus security publishing institutions and service providers should establish blacklists of relevant corpus sources, strengthen the security assessment of corpus sources and the training and assessment of tagging personnel, so as to ensure the safety of corpus used for pre-training of generative artificial intelligence technology.

The generative artificial intelligence technology basic model used by the model security service provider shall be filed by the competent national department; the users of the service provided and the use of the third-party basic model shall be disclosed; the security analysis of the user input information and the evaluation of the accuracy of the generated content shall be strengthened to ensure the model security of the service provider.

Data security When applying generative artificial intelligence technology, effective encryption and control means shall be used for data processing, transmission and access in accordance with relevant state regulations to ensure data security and protect personal privacy.

Network security According to relevant national regulations, corresponding firewall, network monitoring tools, identity verification measures, interface security, intrusion detection and other network security measures shall be configured.

System Security When providing generative artificial intelligence technology services, service providers must comply with relevant national regulations and have safe system architecture design, operating system and hardware security guarantees and application programs to ensure the safe and stable operation of the system.
